I, military strategist supreme, have been opposed to killing civilians and in fervor of making their lives safer for them some time.

I have been calling for what, in civilian life, is called "community organizing," a process that President Hussein knows well.

Now, according to the excellent Time article here,

It is precisely because so many Afghans have been killed that the war is, in effect, starting anew. McChrystal's task is to recalibrate the war effort so local people can see that the coalition's actions increase their security, in turn allowing them to get on with their lives

The focus of the efffort is in Helmand, the main poppy-growing proviince in Afghanistan, and also the province aharboring the most Taliban armed focus. We are now asking Marines, who by training and inclination, kill, to carrrryout a different and non-traditional mission. It might work. Marines are trained to carry out orders. Depends on the orders filtering down from MxXeyaral effectively.

So the new strategy will rise of fall in Helmand, Afghanistaan's most difficult province.
